The USI, in collaboration with International Institute for Strategic Studies (IISS), London, organized the Second Joint Nuclear Workshop on “Defence Deterrence and Stability in Southern Asia” on 11 November 2014. The Workshop was Co-Chaired by Lt Gen P K Singh, PVSM, AVSM (Retd), Director USI and Mr Rahul Roy-Chaudhury, Senior Fellow for South Asia, IISS.
Session I dealt with “Dynamics of Strategic Stability – India, China & Pakistan”. The Chairperson for this session was Vice Admiral A K Singh, PVSM, AVSM, NM (Retd). The panellist in this Session were Mark Fizpatrick, IISS, Director of Non-Proliferation & Disarmament, Lt Gen B S Nagal, PVSM, AVSM, SM (Retd), Alexander Neill, IISS, Shangri-La Dialogue, Senior Fellow for Asia Pacific-Security and Prof Swaran Singh.
Session II dealt with “Deterrence at Sea”. The Chairperson was Mr Desmond Bowen from IISS. The other panelists were Rear Admiral Raja Menon (Retd), Dr Bruno Tertrais. Senior Research Fellow, Foundation pour la Reserche Strategique, Dr Bharat Karnad, and Mr.Rahul Roy Chaudhary, IISS Senior Fellow for South Asia
Session III dealt with “The future of CBMs in South Asia”. The Chairperson was Lt Gen Vinay Shankar, PVSM, AVSM, VSM (Retd).The panellists were Mr.Desmond Brown, IISS Member-CBMs in Europe and Linkages to Nuclear Stability, Ambassador Jayant Prasad, Brig (Retd) Ben Barry, IISS Senior Fellow for Land Warfare-Imact of New Surveillance Technology, and Prof Jacob.
The Valedictory address was given by Mr M K Narayanan, former National Security Advisor and Governor of West Bengal.
